Broadband & Joint Use
Broadband & Joint Use
Network expansion depends on two kinds of engineering: building new broadband routes and making room on existing poles. S&M supports both, from BEAD program projects and long haul fiber to joint use engineering for shared infrastructure.

Broadband Services
Engineering and design solutions to support fiber and broadband network expansion, helping our clients deliver reliable, high-speed connectivity to the communities they serve.
Fiber & Broadband Design
Aerial and underground fiber design, route engineering (including long-haul fiber), strand and cable placement, make-ready design, and network optimization.
BEAD Program Support
Engineering, mapping, and documentation support for BEAD-funded projects, including planning, design, grant compliance, and construction support.
Field Engineering
Field data collection, pole and attachment inventories, cable tracing, existing infrastructure documentation, and as-built support.
Permit & Construction Support
Construction-ready design packages, permit package development, redlines and as-built updates, QA/QC, and contractor support.
Network Planning & Analysis
Route planning, feasibility studies, and design support to optimize network performance and future growth.
Joint Use Services
Comprehensive joint use engineering and permitting solutions, helping utilities, telecom providers, and contractors navigate the complexities of pole attachments and maintain compliant, reliable infrastructure.
Joint Use Permitting
New attachment applications, overlash applications, transfer applications, pole replacement coordination, permit package preparation, and utility coordination.
Pole Loading & Make-Ready
Pole loading analysis, make-ready engineering, NESC compliance review, attachment clearance analysis, sag and tension analysis, and B1/utility-specific engineering requirements.
Field Engineering
Pole inventories, attachment inventories, field data collection, existing attachment verification, cable and facility identification, and construction verification.
Project Management
Application tracking, utility coordination, permit status management, engineering review coordination, QA/QC, client reporting, and backlog management.

Multi-State Engineering Capabilities
S&M Utility Services works with a network of licensed Professional Engineers to support power engineering projects across multiple states. Our team coordinates state-specific PE review, engineering oversight, and sealing services where required, supporting projects from initial design through final engineering deliverables.
Who This Serves
Broadband & Joint Use services are most frequently engaged by telecommunications providers and the power utilities whose poles they attach to, managing BEAD program builds, long haul fiber expansion, or joint use coordination across multiple states.
